Orange man arrested for possession of marijuana

Friday night, Officer Michael Roush, with the Orange Police Department, was dispatched to the 1500 block of 16th St. in reference to possible drug activity in the parking lot. The caller advised police that a suspect was attempting to sell drugs from a brown Oldsmobile.

When police arrived on the scene, Officer Roush saw that Captain Langlois was attempting to stop the vehicle, so Roush pulled in front of the vehicle in the parking lot and got out of his patrol car.

As police approached the vehicle’s passenger door, they saw that the passenger reach down into his pockets. This suspect was identified as Kelvin Papilion, of Orange. Papilion was ordered to stop reaching into his pants, but he did not comply and continued.

Papilion was observed to be removing money and other items from his pants and throwing the items toward the driver, who was identified as Waltaneke D. Graves, of Orange. Papilion was seen removing a plastic baggy with a green, leafy substance inside. Before he could throw the baggy, Officer Roush opened the car door and took the baggy from Papilion.


Papilion was placed in custody for possession of marijuana and placed in the patrol car while further information was gathered.

Captain Lanlois in the meantime was explaining to Graves that she was being stopped for being parked in a handicap space, and that her vehicle did not display a handicap license plate or placard. She consented to a search of her vehicle at the scene.

Upon a search of the vehicle, no other items of interest were found and Graves was asked if she knew about the marijuana in Papilion’s possession. Graves told police she did not know that Papilion had drugs in his possession.


Officers asked Graves if she wished to provide a statement about the incident, but she declined to do so.

Papilion was transported to Orange County Jail where he was charged with possession of marijuana. He also declined giving a written statement to police.
