David Montagne promoted to GM of SRA

The Sabine River Authority of Texas (SRA) Board of Directors is pleased to announce that David Montagne has been promoted to succeed the retiring SRA General Manager Jerry Clark.

As Executive Vice President and General Manager, David Montagne is responsible for the overall operations of the Authority. He executes the policy and program directives of the Board of Directors, oversees the budget, and serves as the liaison between SRA and the Legislature as well as with other governmental agencies. He represents the interests of Texas as Project Administrator for Toledo Bend Project Joint Operation. The Board of Directors also approved the appointment of Danny "Butch" Choate to Assistant General Manager - Operations and the appointment of Ann Galassi to Assistant General Manager - Administration. All appointments are effective Sept. 1.

David Montagne has been with the Authority for more than 27 years previously holding the positions of Assistant General Manager and Controller and Authority General Office Manager. Born and raised in Orange County, David Montagne is a graduate of Lamar University in Beaumont with a BBA in Accounting. He began his career with Texaco, Inc. as a Senior Accountant and stayed there for ten years. He then worked as an auditor for the State of Texas Comptroller of Public Accounts - Beaumont office. Prior to coming to SRA, he worked as the Executive Director for the Housing Authority of Orange County.

Mr. Montagne is very active in statewide water resource planning efforts. He was appointed as a board member of the Texas Water Conservation Association's (TWCA) Risk Management Fund Board of Trustees and is also a member of the TWCA Reuse Water Committee. From 2004 until 2009, he served as a Texas Ethics Commissioner. In 2009, David Montagne was appointed to the Texas State University System Board of Regents by Governor Rick Perry. His wife Janet is the CEO of Texas Healthcare Management and River City Hospice. David and Janet have four children and four grandchildren and reside in Beaumont.

In recognition of his promotion, Montagne said, "I appreciate the confidence the Board has placed in me as I step into the position of General Manager for the Authority. I look forward to continuing the progress we have all made to manage our resources to meet the long-term water supply needs of the Sabine River Basin as we protect the value of our resources."

After 15 years with the Sabine River Authority of Texas, General Manager Jerry Clark is retiring.

In addition to his duties as Executive Vice President and General Manager for the Authority, Mr. Clark served as a board member of the Texas Water Conservation Association and the National Water Resources Association.

He was a member of the executive committee of the Region I Regional Water Planning Group and served as chair of the Sabine and Neches River and Sabine Lake Basin and Bay Stakeholder Committee.

Reflecting on his tenure with SRA, Clark stated, "I am proud of the opportunity that I have had to work with the Board, the Staff and many Legislatures throughout my years with SRA. I know I am leaving the Authority in great hands with David Montagne and his staff and am looking forward to spending more time with my family and enjoying retirement."

Created by the Legislature in 1949, the Sabine River Authority is an official agency of the State of Texas. The Authority was created as a conservation and reclamation district with responsibilities to control, store, preserve, and distribute the waters of the Sabine River and its tributary streams for useful purposes.
