WO property owners responsible for trash pickup

Each property owner in the city of West Orange will be responsible for their garbage disposal after the City Council approved an ordinance at their regular meeting on Monday night.

Mayor Roy McDonald explained the ordinance cleaned up the language of a prior, similar ordinance. He said each property owner will either have one garbage collection for each property or supply one dumpster for dwellings such as apartment complexes. For instance, a duplex will have garbage disposal for each unit rather than one collection for both.

An owner is defined as any person, agent, operator, firm or corporation having a legal or equitable interest in the property; or recorded in the official records of the county appraisal district as holding tile to the property; including the guardian of the estate os such person if ordered to take possession of real property by a court.

Every owner of an active business or occupied residence within the city is at all times required to be enrolled with a garbage pickup service for each active business or occupied residence owned. An owner is considered no longer to be enrolled with a garbage pickup service once their account has become 30 or more consecutive days delinquent in payment.


Every owner of an active business and/or occupied residence within the city who is enrolled with a garbage pickup service must provide proof of enrollment to any city employee requesting said proof.

In other city business, the Council adopted the city's budget for the 2018-2019 fiscal year requiring a tax rate of $.47 per $100 assessed value.


Taxes will be levied at the rate of $.47 per $100 assessed value for the maintenance and operation expenses of the city for the fiscal year commencing October 1, 2018 and ending September 30, 2019. This is a 2.9 percent increase in the tax rate.

A property tax was rate was ratified that would increase the budget by $4,000, which is a .6956 percent increase over last year's budget. The property tax revenue to be raised from new property added to the tax roll this year is $141.76.

McDonald said the tax rate went up because appraisals are down for the year and several homes were lost or suffered property damage from Hurricane Harvey. He added that to provide the same level of service for the citizens of West Orange it was necessary to raise taxes two percent.

Residents Billy and KayCe Lee were given a variance from the Council to stay in their RV in the back of their lot an additional 30 days while work is being completed to their home on Houston Street. The house was damaged by Harvey and the Lees raised it five feet. Billy said they have adequate sewage and electricity and their making good progress in completing the interior of the house.


Registrations are now being accepted for vendor booths for the 18th annual Holiday in the Park to be held Saturday, November 3 in the park next to city hall at 2700 Western Ave.
